ENCINITAS RANCH COMMUNITY ASSOCIATION is a homeowner’s association consisting of five distinct neighborhoods totaling, upon completion, over 500 homes. The neighborhoods are QUAIL RIDGE on the north end, 37 RANCH ROAD, QUAIL HOLLOW, DEVONSHIRE and the entire south mesa area, including HILLTOP, THE LINKS, BRAEMAR and CONCORDIA. The neighborhoods are linked together by a system of walking trails, which in turn are linked to the City of Encinitas trails bordering the golf course and Indian Head Canyon.
ERCA is a self governed and financed homeowners association subject to budget oversight by the California Department of Real Estate. The association is governed by a five member elected Board of Directors, who are mandated to perform their duties in accordance with the applicable association Bylaws and CC & Rs. The Board is required to retain a professional management company to oversee and conduct the day to day activities of the association. The association is managed by NN Jaeschke, Inc.

NN Jaeschke is responsible for hiring, with Board approval, the various contractors who provide services to the association, such as landscaping. NN Jaeschke receives and follows-up, as necessary, homeowner concerns and complaints involving association property, Bylaws and CC & Rs.

This website is intended to provide members with information and sources for the enjoyment of the benefits and responsibilities of living in ERCA.

Meeting Date, Time & Location:

Meetings are on the second Monday of each month at 6:00 pm at: San Diego National Bank located at 131 North El Camino Real (on the corner of El Camino Real and Encinitas Blvd.) in Encinitas. Get Directions

Next Board meeting: If you plan to attend the meeting you may wish to contact the management office to verify that the meeting will be held in the event a quorum cannot be established that month.

Meeting Notes: opening 15 minutes will be set aside for Homeowners.


Real Estate Signs:

Real estate signs should not be installed in the common area parkways, but only on the individual lot owners property.



Landscaping:

All Landscaping (front and back) must be completed within six months from close of escrow. Prior to commencing landscaping each homeowner must submit written plans for review and approval by the Board’s designated representative, Lightfoot Planning Group; said plans must be submitted with a completed Architectural Application and payment of the requisite fee. See CC & R section 9.3.2



Fine Policy:

The Board of Directors shall have the authority to impose a fine for each violation found to be true after the homeowner has had an opportunity appear before the Board. An explanation or mitigation offered by the homeowner shall be considered in imposing of the fine. The decision of the Board shall be final.

The fine shall be $250 per offense.

In addition to the amount of the fine imposed, if the Board finds that the Association was required to incur any expense as the result of the conduct of the homeowner or the conduct of a family member, tenant, guest, contractors, household employee, pet or anyone else on the Association ground by the homeowner’s invitation or permission, the homeowner shall be liable for the amount of the expense in addition to any amount imposed as a fine.

In the event the Board is required to take legal action to collect on fines, which have been imposed on a homeowner, the homeowner shall also be liable for all attorney fees and court costs incurred by the Association.

The Board may also have the power to initiate legal action against the homeowner to restrain continued and repeated violation of the Master Governing Documents, to recover the Association’s costs caused by the homeowner, the family, tenant guest, contractors, household employee, pet or anyone else on the Association ground by the homeowner’s invitation or permission.

Architectural Changes:

All architectural changes, including exterior paint, must be submitted for Architectural Committee review and approval prior to commencing same. See CC & R section 7.1 and following.

Architectural Requests: Landscape and building applications require seperate applications/submittal and seperate fees.
